Have used Fluid Film with good luck, should be reapplied every year will wash off. Recently used Black Star Rust Converter on a rusty truck frame and was quite pleased. Goes on with brush roller or spray. Removed the scale and put on the rusty surface can be left like that or painted over. It converts it to a sealed surface and after several weeks has not bled through or rerusted. Leaves a black surface were it contacts rust.
I will applying an epoxy coating over it to further seal and finish.
In the pics I ran needle scaler over it and brushed it on. Can be put over surface rust without scraping or sanding.
Truck sat outside for a week and had no wash off or bleed. Make sure to wear gloves it doesn't wash off skin. Ask me how I know that. So far I 'm a believer.
