You shouldn't have any trouble if you choose to go with 11.2-28 instead of 13.6-28. If you wanted to split the difference you could go with a 12.4-28.
I'm thinking the main concern with the larger tires will be the clearance between tires and fenders. Since your worn-out 13.6s fit, I'd guess new ones should fit as well.
Your chains might be a bit tight on new 13.6s, or loose on 11.2s. Which shouldn't be too difficult to correct.
