The skunk may have become accustomed to seeing people feed their pets, without realizing the skunk is not invited. So after a while, they can start to come to people, even ones they're not familiar with, hoping for some food.
If a skunk has rabies, it will act very unusual. From my experience, just because one comes towards you or is seen in the daytime doesn't necessarily mean they're rabid. Sometimes they get disturbed from their daytime resting spot and are forced out into the daylight. Tractors, mowers, dogs, etc., can all disturb their slumber.
