Bob .... good points and in addition to a helmet, bike riders should have some minimum clothing standards .... although you can imagine the loopholes that would show up in that law. Driver training would help, it's recommended but not mandatory, at least not in Alberta. I rode bikes for years and my bike driving category was always on my license since I got it in high school. I have no idea how that happened. I know that when I got my driver's license in the early 60's, my test was taken on a standard transmission car (there were special licenses for automatics then) so that might be the reason, I never found out why nor did I ask. In Canada, all provinces and territories require a helmet (as well as the passenger) but there are USA states that have no legislation. Once again, for up here ..... read the link below and there are always exceptions to the rules (or the laws). I'll not pass a comment on any of this ....
