This is what I understand:
1. the rate that is low is the rate banks pay to each other and the fed reserve bank.
2. the money you and I borrow for a mortgage comes from people who invest in bonds. 20 and 30 year bonds. this rate goes up and down alot slower than the other

Now, I'm not saying I like it, I'm not a banker, I'm not saying it's right, so don't give me a bunch of crap.
