A couple of things:
4014 isn't very proven yet. If you restored a rare tractor, and finished the week before a big show where it would be scrutinized by a lot of the "world", you'd take precautions, too, right? There were some issues with a blown packing on the front engine, and likely other stuff not reported, so it is probably best to play it safe.
I've read (via Trains Magazine) that the diesel is functioning in dynamic braking mode at least some of the time, so it is adding additional load to the train than what it seems.
Last, remember they are a working railroad, and they need to schedule other trains etc. Doubleheading requires less crew (no extra conductor, etc) less time tied up, and if one engine fails, another can get things limped into a siding somewhere. No, it isn't visually appealing as it could be, (with the diesel and water cars) but it is hot steam, and that isn't every day. I'll take it.
I'm sure the time will come when she'll be strapped to a string of hoppers and put to work. In the meantime, I'm glad they got the thing running and am hoping she makes Ogden. The restoration was a huge undertaking, and came right down to the wire.
