Several reasons, you folks have highly erodeable soil so you have to be careful with tillage. You are also much dryer and warmer than we are. For us plowing helps the soil warm up in the spring and also dry out. In my heavy soil on my farm spring plowing is not good if you can avoid it, but it was too wet last fall and I didn't get done, so now I'll have to do it this spring. Hope it dries enough to avoid lumps, but sometimes you just have to deal with it as best you can.
