One of the techniques I learned, working 33 years in government, for establishing accountability, is to get the person's name, position, and make a note of it for follow up. If I think there's something funny going on I will also ask them for their bosses position/name, also. I do this politely, but the message is loud and clear: I'm not going to roll over and take it! In the case of a purchase I review the part number and price and ask about additional and/or miscellaneous charges. Normally, that is sufficient to establish that you are a serious consumer and would not likely be someone easily ripped off. After that, I rip them a new rear end when they try to cheat (nice word) me. Your local business bureau and/or chamber of commerce usually follows up on complaints, too. Give it a try.
