The strap thing is an interesting question. Up here in central Alberta I have seen some of the biggest highway loads you'll see anywhere in the world. Some huge oil production vessels manufactured in Edmonton being trucked further north on rigs that are 3-4 humungous trailers long with their own steering etc. And sometimes you see the nylon web strapping and these guys doing this are probably as knowlegeable as anyone on the planet. Just can't seem to figure it out. Are there any rules, regulations, laws etc. regarding use of chains and/or nylon straps that are in effect anywhere?
