The spring is on the outside to pull the lever the rope is atached to back into place. You can just use a generic hardware store spring there. Factory would not be avaible anymore for years. Easy for that spring to break and get lost. But dried up grease inside cluth will also keep from liftimg. need to take apart and clean and make sure spring is there. Take pictures when you take apart to clean so you can see how it goes back together.
