In a Bosch VE the problems with setting are the veins in the low pressure side of the pump will hang up, the relief will sometimes stick. In extreme causes I have seen the metering sleeve stick to the plunger and destroy the gov. Assembly when it tried to allow the plunger to move up and down while rotating. 95% of the time when I get a stuck VE it just refuses to deliver fuel without any damage. I have seen damage, but not very often. If it doesn't supply fuel to the nozzles then you will need to have it torn down and a simple reseal should get you back up and going.
