If a two cylinder won't start it's due to wear/age or miss-use, it isn't a design problem. A 24V system will start down past freezing temps no problem without engine heating. By the way any engine should be pre-heated at below freezing temps even if it will start. But that's another story. A pup start engine will start at sub zero temps without pre-heating. As for being rough on the pto, well don't overload the tractor & lug it down. My uncles 830 filled tower silos all season for years during custom corn silage filling. It never had the two row harvestor/4620 waiting in the field for wagons & used very little fuel per HP. It only bounced a little if some goof filled the blower hopper full when the wagon was started.
