You unhooked the line and "drained" it but did you actually observe good fuel flow over an extended period of time?
In order to verify flow, you need to let the tank drain into a catch can or bucket for at least a solid gallon, and during that time it must flow a solid consistent stream of gas.
Also, cleaning the fuel bowl is just one part of the carburetor cleaning process. A new carburetor is a waste of money.
