There's a whole host of things you should check before you go and rip the carburetor apart. Is the static ignition timing correct? Is the ignition advance working properly? Is the ignition firing properly at higher rpms? Is the governor working correctly? Is the carburetor fuel mixture correct? Is the air intake blocked? Is the exhaust blocked? Etc. Start by doing the basic checking before you go and disassemble the carburetor. Otherwise you are just making diagnosis more difficult and expensive.
