It should spin very fast-it will start with a jerk, so hold onto it firmly. If it does not spin take the inspection band off and see if the brushes are making contact with the cummutator. If they are lift them off and let them spring back against and test again. If this doesnt work, take it to your local auto electric shop and have them check it out. If it does spin ok then you may have a bad cable or bad connection or a bad battery. you may also want to try this test with another battery. A 12V battery is ok. just dont let it spin more than a few seconds. That will tell you if your battery is ok. This is all assuming you can turn the engine over with the crank. I have also seen tractors jam the starter gear in the flywheel. If this is the problem, taking the starter off will fix it. Hope this helps.
