I apologize if this is not allowed but I'm having the exact same issue as the original poster. Was in the process of baling and something went wrong and the flywheel shear bolt snapped. Replaced the flywheel shear bolt, got everything cleared out of the chamber and pickup, and can turn the flywheel by hand but the slip clutch that drives the pickup won't engage. It isn't that the slip clutch is slipping...whatever mechanism that is supposed to turn the drive side of the pickup drive slip clutch won't engage (note: can easily grab the chain that drives the pickup and turn it easily by hand). I found this post and noticed mention of a pickup slip clutch shear bolt but can't find anything like that in the parts diagrams.
