AC B year and questions

I just bought an allis chalmers B in bad condition to redo. The serial number is B11423. Anyone know what year it is? The sleeves apear to be in good shape so I am going to reuse them. The engine has been sitting for a long time with the head off though, will I have to pull the sleeves and put in new seals at the bottom? Also the front wheels are in bad shape and look like they are riveted to the hubs. I have another set of good front wheels that bolt on like normal wheels. What should I do here?
