There is a spring just above the governor housing.
Is the spring there and intact?
When you move the dash lever, does that spring extend?
That is the governor spring, it's purpose is to pull the carb throttle open. If it's not there, or not applying force to the governor, the throttle will not open.
If it is there, and operating normally, but nothing is moving, disconnect the governor link from the carb throttle shaft, see if the throttle shaft is free to turn. It should turn effortlessly from idle stop to full open.
If the governor will still not move, the problem is internal with the governor. It will need to be removed, disassembled, and repaired.
