Kids are real good at removing that rust. Give the tubes to some kids in late spring. They'll take the tubes to the lake/river/pond every time they can and soak that ol' rust off during the summer. By fall, there may be a few patches and the tubes wil be all stretched out of shape from a little too much fun, but you'll feel good about having bought the new tubes. The kids will have memories to share with their grandchildren.
