Starter stuck on.

I have a 540 Cockshutt. The starter is stuck on and staying on when the motor is running. It is also killing the 6 volt battery real fast. I don't think the charging system is working either. Could the starter be shorted out or the solonoid be bad or the keyswitch be bad. The motor stops with the key off, but the starter doesn't. I haven't had time to check it out. Thanks for any idea's.
