If you have a friend with a lathe or you have one you can make a scale easy. Bore a nicely finished hole that works out to exactly one square inch in area in a maybe 1 1/2" or 2" dia. piece of steel rod about 2" long. Bore the hole about 1 1/2" deep. Turn a "piston" to fit the hole with a clearance of only a couple of thousands. Turn a groove in it for an "O" ring. drill and tap a hole in the side near the bottom of the hole, assemble, fill with oil, and screw in a gauge that goes up to whatever you want for a high reading, maybe 1500 or 2000 lbs. Place under tongue of trailer and read tongue weight on gauge. I have had one for years, works great.
