Japan maybe? Lots of small farms, with a stable population.

USa does have a lot of old used tractors around, so while only 2% of the population is actively farming, maybe it comes out per capita, counting USA farmers perhaps have more tractors than needed, and there are a lot of older ones just sitting around?

Probably some smaller country, mostly ag based, with enough technology for all farmers to have a small tractor or 2...

Do you know the answer, or is it important for you to find out?
