Had a fellow like that here. He went to every auction and bought the $1-2 items. Took them home and sorted them out then had "yard sales" all the time. What I disliked about this fellow was he was drawing a full SS disability for a bad back. I have personally seen him roll a 55 gallon barrel of used oil up a board into his pickup truck. Back not in too bad of shape.
It was rumored he was from back East and was working as a dock worker. He got hurt and the union got him the full disability. He took some of his cash settlement and bought the small farm here.
