Governor flyweights in the back of the pump will expand when the engine runs to the point where the throttle is set. Have had the governor weights stick in the out position making the engine run wide open also. I took the back of the pump off and loosened them up and was good to go...make sure to get the small spring in the correct position when replacing the back.
