It means that if you would have a 36 hp tractor you would be using 36 divided by 10.64 hallons of fuel for every hour that you operated the tractor at exactly 36 hp. Of course that is tough to do except maybe on the belt or PTO, but it is useful as a comparison of fuel economy between models. The higher the number of hphours/gallon, the better your fuel economy.
