I used to have a Jubilee with the same valve for remotes to use. When you pull up on the lever you are putting pressure out of the rear port of the valve, but when you push down on the valve you are allowing the oil to flow from your one-way cylinder to empty into the reservoir again. Meanwhile the front port is putting out pressure and needs that small line to allow the oil to return to the reservoir also. I instead removed the small line and put a 1/2 inch hose to the filler cap for the reservoir. It worked very well.
