Surging on LP Gas

I have an old International Model 504 that runs on LP gas. It will start up useing a little either, however it will not start up on its on directly from the propane tank. There is no restictions on the flow. It has an ensingn mixer as well as a lp type carburator. When it rus it has sort of a surging type affect. This all just started, can anyone tell me what the problem could be and what to look for?
