Probably so some one doesn't gobber up something AND than have part failure and sue somebody for their stupid junk that they welded on. Just like when you look on a new truck frame, it reads "do not drill in frame" and you look at the frame and the company is got a bunch of holes in the frame, but they are all designed for a purpose.
