How did you come to this conclusion?? I have a Grass Hopper with front mount mower. I've had it slide sideways several times, but in NO way did it even start to flip!!
As for control, I've not found this to be a problem either! I'll bet you a front mount mower will work as well as a mid mount zero turn ride on mower!!
The best mower for steep ground is a zero turn walk behind!! Of course you can get a sulky for it to ride on too.
