the cylinder or the valves
a leak so to speak

maybe the cylinder has a bad packing
or it's relief valve assembly are not holding

remove the lines and put plugs in place
ram it hard against something if it gives that's the problem if it holds then the problems in the valving assembly

these are things the hydraulic repairman would do
and then proceed to repair or replace as required
