IF it's an old cable-operated plow, then the cable that controls the angle blade is not returning the angle valve to the closed position. You can remove the small cover from the pump housing where the angle cable enters- often when it warms up like we had recently, the ice melts and water enters this small box where the cable attaches to the valve. Then it refreezes and blocks movement.
Also possible the pump-side cable retaining allen set screw is loose, allowing the outer cable sheath to move around, or inside the cable controller.
If it is an electric solenoid operated plow, then the solenoid valve is leaking by, perhaps cut o-ring or crud keeping it from moving through the positions.
