The first fact you brought up about the wind speed on the ground is a common misnomer. Wind speed is measured, in our area, at 100ft off the ground. That's why you don't see wind turbines on the ground, some places use 75ft but i think that's about as short as it goes. our area isn't any windier then other places on the ground but has a very sought after constant wind speed at 100ft.
