I assume it's a 68RFE? A somewhat common problem is the SSV valve, in the valve body wearing the bore and causing a bind. If you replaced the shift solenoid/pack you would have had to remove the valve body correct? If the valve body could have been inspected while removed, then the SSV problem could have been verified or eliminated. I don't know if there is a "fix" for the SSV and bore but usually a valve body replacement is needed. I'm not sure there is a external wiring problem (trans to ECM, no internal harness), or if it's a known problem on wiring but careful inspection and tests of the circuits should be done.
