1961 IH 340 UTILITY W/add on HARLO forklift....Power stg prob!

Bought this thing for $300, sat for several years out in the weather when I found it. I am in the process of fixing it up but the power steering doesn't work well if at all. I flushed the hyd. system several times using diesel fuel and installed a new filter. (got about 3 gal. of water out! ) pressure form the pump seems ok although I haven't hooked a gauge to it yet (on the steering side) but when you try to turn when stopped it will only turn a few degrees in either direction and loads the motor down almost to a stall at idle. this one has the transmission driven pump only also. all the othe hydro. systems work great! I lifted a 2 1/2 ton car 24 feet without a sweat. Anyway, does anyone have copies of how to test and work on this steering unit? I have the parts blowup but lack everything else
