I dug around in my parts stash and found a decent looking set up old IH points I dressed them up and installed them with a tighter gap to see if that would help keep the gap in range and smooth out the engine. While its not perfect it does run notably better I can still hear a very slight cough but the rain cap is no longer bouncing like crazy it mostly just floats above the muffler. I do believe I am on to something with the tighter gap even though it is just delaying the inevitable distributor rebuild/replacement.
