Like Goose said, it depends on what you are gonna do with it. I have mine backed up against a wall, and six feet or so open on each side. I mostly use mine for small stuff, but once in awhile will use it to straighten long items that have been bent. You'll be surprised what your neighbors will think of. If I had something huge, I would just rassle it out from the wall if needed. Mine is not bolted down.
That is a big price for a 20 ton press, but it might have a lot of bells and whistles on it. I can't remember what I gave for mine, but I'm pretty sure it was about half that. Mine came from Northern Hydraulics, or whatever they call themselves now. It was simple, with a common hydraulic jack and no bed lift. I added a bed lift to compensate for my old age/tired body.
