An open centre system have to have an unrestricted path from pump back to reservoir except when a load is valved in between. A closed centre system is deadheaded without flow until a control valve is opened to flow pressure into a load. Everything hydraulic will quit working due to low pressure if a closed system has an open centre valve &/or connections.
