Sounds like somebody tried bypasing a non working fuel pomp. My 68 5000 it eas bypassed and an electric fuel pump was put in line. Sounds like somebody tried to run it without the fuel pump but did not have the electric pump to replace it. Carbs are a complicater item, not simple like some tractors as it has an exceleratot pump like a car has in the carb and that unit will freexe up and almost impossible to get out to put new one in. I had the 5000 plus 2 4000, 65 & 68. All same fuel pump setup.
