Check to make sure the linkage from the governer to the carburetor isn't binding at all. all that linkage has to be free from any binding at all.
I once bought a to-35 that the guy couldn't get the governor to work right. He sold it cheap and all that was wrong was he had used bolts in the linkage instead of pins and they were to tight and binding. I replaced them and it worked great. Good Luck!
