When was the last time you serviced the air cleaner and dumped the mud and water out and fill with fresh oil? Also have you tried to start it with the air cleaner tube off of the carb so as to take the air cleaner out of the problem. Also does it have a rubber tipped float needle and if it does has it been replace no long ago if it has been replace you need to put a set in it to make it work as it should
