Something else to consider is changing the type of plug you use. For example, using a surface gap plug instead. This type of plug almost never fouls and has an extremely wide heat range. That's why so many commercial watermen use them in their work boat engines. They spend a lot of time idling in gear, and can't have fouling problems.

I've got surface gap plugs in my 8N to eliminate the fouling problem I've had with its very worn engine.
