Is this a power cylinder type system? If so, oil may be bypassing past the seals in both directions due to the resistance provided by the tires not moving. Once the tires are moving, the hyd system has flow enough to overcome the internal leakage to steer the wheels since there is less resistance with the wheels rolling. My thoughts. Hope this helps.
