Ford 7000

I'm having a problem with exhaust leaking between the turbo and exhaust flange leading to the muffler. The sleeve in there moves around and I don't know whether it is supposed to or not. Was at the local Ford/New Holland dealer and could not see anything in the parts book that was missing. This is on a 7000 Ford. Will high temp silicone work? JD Weld? Appreciate your help.
