2800 rpm's easy out of a tractor motor like that, it's just got a few more revs, a little more fuel, a timing tweak or 2 and a bigger turbo depending what the rules are. After 3000 rpm 's is when the fun starts with the chance of exploding clutches and flywheels. Back in the U.k we used to do it all the time for farm stock pulling. My buddys fordson Major had a 6 cyl truck motor in, he ran unlimited pro stock, that was a Bit different. The motor came out of a truck Monday, by the following Saturday it had his race clutch and flywheel,scatter blanket, big bosch pump and injectors and his custom turbo on. A couple tweaks to the timing and some washers to stiffen the valve springs to stop bounce and it was running unlimited revs with no governor. Technically it did still have a "rev limit" the guts of the motor puking on the track when something "let go" like happened to his old one! but the crank, pistons, and bottom end of that motor was exactly as it came from the truck, it produced way more than 150hp as well, some guys used the same motor out of combines or marine applications by Sabre or Lehman to.
