French Hetch Wheel expert needed

Recently picked up a set of wheels that I don't have a clue what they fit.
Will try to describe,can't post pic.
They are 34" outside diameter,not measuring the lugs. The lugs are cast iron,they bolt on the outside of the 34" rim,each lug is double ,with a left and right lug forged together.The wheel has a 4 bolt pattern,20"diameter.
The only markings are on the cast lugs,F&H which I am thinking would be French & Hetch,they were an after market manufactor.The other side of the lug has a number M 3688.They appear to be rather lightly constructed which may mean driving wheels for an implement.
Any help or direction to start looking would be appreciated.
