There should be a cork friction disc on the touch control lever control. The friction disc is spring loaded to prevent the lever from moving on it's own.
Be advised that most of the adjustment nuts and shafts are corrosion locked. Moreover, the aluminum plate against which the disc rubs is almost certainly frozen to the steel shaft. Heat and patience will likely be needed to loosen it, and it is easily broken if you pry on it.
