The Case engines have a verticle tube sheet water level sight glass located along the left side of the engine about a 1/3 of the way towards the front. More difficult to observe & prone to false readings if the engine is nose low. Some of the Massy's have a sloped sight glass located just above the firebox door. Much better system. The Ohio machine was apparently fueled with coal which is a long duration high heat thermal source compared to wood. Two fusible plugs had been melted out & a steel plug had been substituted to "get the engine to the show". Regulations only work if poeple conform to them. Regulations which are too expensive,stupid or restrictive people ignore them. Just look at alchohol, drug, vehicle,farm chemical, firearm,tax,satilite TV reception to name a few.
