They're even regulating how we build fences now? Suppose they don't have any sense of humor when the critters get out either! Sorry, I'm building the strongest most effective fences I can afford. In my book, that's multiple strands of electrified barb wire on substantial posts. We had enough trouble with animals out, without scrimping on fences. They'll keep working a fence until they finally get a weak spot, then it's all out that's goin'! As for horses, they're pretty stupid about sharp stuff, and horses with scarred up hides don't bring much when on the sale block.
