8N help

Have an 8n serial #45544 with steering problems. I can walk up to both wheels and move them back and forth about three inches each way. The steering wheel doesn't move either. The steering linkage and pitman rods move also so I think it may be in the steering housing. My ford manual says to rotate the sector shaft housing then rebolt but doesn't seem to make a difference and I dont know how that would help seeing as that does not connect to anything. Is there an alternative method to adjust this problem? thanks
