battery/generator problems

I have an Allis-Chalmers CA that keeps discharging the battery. Today I tested it with a meter and found that with the engine off there is a 6 volt reading between the output side of the voltage regulator and the generator side. That seems to indicate that the regulator is discharging the battery while the engine is off. Am I right? It is a new regulator. And I can't seem to get a charge when the engine is running and the battery is low. I checked the generator while it was running by testing between the generator side of the regulator and the manifold and got a 6 volt reading. Of course, this might be a stuck regulator letting the battery back through the regulator. What do you think? Maybe I have a bad generator and also a stuck regulator. I cannot get a charge reading at the ammeter when the engine is running.
